MASS TRANSIT ANTI-TERRORISM COURSE

Course Goal

 

The preparation of nation's law enforcement organizations to effectively, prevent, interdict, and/or mitigate attacks against U.S. Mass Transit systems is an undertaking outlined in the President's National Security Strategy of the United States and the National Strategy for Homeland Security. Further supported by the Department of Homeland Security's Train and Transit Security Initiatives these strategies for the basis of this course. The Rail and Transit Initiatives are a strategic approach placing an emphasis on identifying and intercepting threats well before terrorist attacks by conducting layered, multi agency, mass transit security operations and by strengthening the security posture of mass transit systems. The strategy balances law enforcement responsibilities for upholding America's transit security against the terrorist threat while preserving our fundamental liberties and economic well-being.

Current national policy addresses incident response and preemption. A sound strategy for the application of resources against the terrorist threat in a routine operating environment is also required. That strategy must necessarily focus on detection, prevention, protection and deterrence as well as on response and recovery through consequence management. The primary purpose of the Mass Transit Anti-terrorism Course (MTAC) is to provide first line officers with the advanced skill sets in relationship to a mass transit terrorist or criminal incident.

This course is for mass transit security/police personnel. It teaches the immediate action skill sets required to anticipate, identify, and manipulate a lethal adversary in order to successfully and legally interdict in support of an agency?s tactics, techniques and procedures.

This is a performance level (operations) course that provides advanced training preparing for, and response to, mass transit terrorist attacks.  The course offers a unique blend of classroom presentations and practical exercises all designed to familiarize and prepare participants for a mass transit terrorist threat.  Bombing tactics and countermeasures are discussed where appropriate. 

This is a three day course with over half of the training program consisting of practical exercises in multiple mass transit environments and incident types.
